Shri J.M.Lyngdoh, Former Chief Election Commissioner of India Advocates changes in Electoral System to negate Corruption


South Central Railway is holding the Vigilance Awareness Week from 31stOctober till 5th November, 2011 all over its jurisdiction. As a part of the same, Vigilance Branch of the zone organized a special programme today, i.e, 4th November, 2011, at Rail Nilayam Auditorium, Secunderabad.Shri J.M.Lyngdoh, Former Chief Election Commissioner of India was the Chief Guest o­n the occasion, while Shri R.Vijaya Mohan, Additional General Manager, South Central Railway presided.
Addressing the jam packed Auditorium, Shri Lyngdoh advocated several measures to negate corruption, prominent being the need to go in for changes in the Electoral System by bringing in ‘Proportional Representation’.This is relevant in the context of the fact that the vastness of the constituencies does not allow the candidates to reach out to individual voters at a personal level and hence money power plays its part. He added that independent institutions like a Human Rights Commission which becomes powerful to achieve purposes intended, will also do a lot good to the society.He pointed out that unchecked entry of multi-nationals without parting with their technology will spell doom for Indian industrial sector.Shri Lyngdoh stressed o­n the need to move away from the colonial mindset and wanted India to follow the example of China to safeguard its national interest when it comes to allowing multi-national companies a foot-hold in the country.
Shri Lyngdoh also released the ‘Vigilance Bulletin’ brought out by the Vigilance Branch of South Central Railway.
Shri R.Vijaya Mohan, Additional General Manager, South Central Railway spoke o­n the need for every officer to be involved in the process of eradication of corruption in Railways, as it is not just the task meant for the Vigilance Branch.He advised the Vigilance officials to implement system improvements by identifying areas which need simplification of rules, transparency etc. in order to combat corruption.
Earlier, Shri K.Swaminathan, Sr.Deputy General Manager and Chief Vigilance Officer, South Central Railway in his Welcome Address briefed o­n the different activities of SCR during the Vigilance Awareness Week to promote the culture of Participative Vigilance. He indicated about various system improvements brought in by the Branch and opined that the use of Information Technology should be expedited for improving transparency.
An Interactive Session followed the programme, wherein Shri J.M.Lyngdoh answered questions from the audience o­n the issue of corruption.Shri P.V.Rajasekhar, Dy.Chief Vigilance Officer(Signal and Telecommunication) acted as the Moderator.Smt.Tripthi Mathur Mehra, Dy.Chief Vigilance Officer(Accounts) presented the ‘Vote of Thanks’.Shri Ravi P. Padi, Dy. Chief Vigilance Officer (Traffic), Shri Munna Kumar, Dy. Chief Vigilance Officer (Engineering) and K.V.Subbarayudu, Dy.Chief Vigilance Officer (Stores) coordinated the special programme.
