Northern Railway cracks down on Unauthorized Travel Agent for indulging in malpractices of booking concessional tickets through forged cancer certificates


Source information was received by the Northern Railway Vigilance that Unauthorized Travel Agents are indulging in malpractices of booking concessional tickets through forged cancer certificates. In this regard a blank cancer patient certificate and two other duly filled cancer patient certificates, signed by Doctor with stamp on the same were also seized from Tughlakabad/Anand Vihar reservation offices. Information was also received that two passengers having confirmed reservation on concessional cancer certificate will travel in Train No. 12556 Gorakhdham Express on 26/02/2013 in Sleeper class berth No. S3, 17 and 18 from New Delhi to Gorakhpur.

To verify the veracity of the source information a preventive check was conducted by Northern Railway Vigilance team on the train. The passengers failed to produce any document of being a cancer patient and informed that they have got the ticket booked after paying full amount from a Travel agent. The passengers provided the visiting card of the agency who had booked the ticket.

Thereafter, the Northern Railway Vigilance organized a decoy trap check and the said agent was approached to book a ticket for two persons by Train No.12394 Sampooran Kranti from New Delhi to Patna in Sleeper class, on 05/03/2013. The agent was asked to provide only confirmed ticket in general quota. For the purpose of booking the ticket advance money of Rs.500/- was given to the agent.

On 04/03/2013 at 2100 hrs, the said agent informed of having booked the ticket and asked to collect the ticket at 1100 hrs on 05/03/2013 after payment of balance amount of Rs.730/-. On 05/03/2013, the delivery of the ticket was taken and it was found that the said ticket was prepared on fake cancer concession certificate. Thereafter, a raid was conducted on the said agency with the help of RPF (H.Nizamuddin) and Delhi Police (Govindpuri) and one more ticket booked on cancer concession certificate was recovered from his office.

On interrogation, the agent accepted that he managed to book the said tickets through another person. The agent was then brought to the Govindpuri Police station and thereafter brought to RPF/Post/Nizamuddin Railway station and was prosecuted under section 143 of the Railways Act-1989 and a case crime No.65/13 was registered.

On 06/3/2013 the person has been convicted by the Special Railway Magistrate and sent to judicial custody of 14 days. Northern Railway Vigilance and RPF are now conducting further investigations in this case.
